BELGAUM: The Backward Classes Cell of the Janata Dal (S) and the Bharatiya Jagrut Matadarara Sangh have alleged that irregularities have taken place while making reservation of zilla panchayat constituencies in Belgaum district. Speaking to presspersons here on Friday, the district Janata Dal Backward Classes Cell President, D.M. Dalwai, and the Sangh President, S.B. Khangoudar, alleged that the election authorities had acted under the influence of Congress leaders holding sway in the district and reserved panchayat constituencies "convenient" to that party in violation of the roster norms fixed by the Election Commission of India. Substantiating the allegation, they said the Mallapur PG constituency was reserved for Scheduled Castes 10 years ago. Subsequently, during the last elections to the zilla panchayat in 2000 the seat was reserved for Backward Class Woman "B". Once again the constituency has been reserved for Scheduled Castes now. Unfortunately, ever since the panchayat raj system came into existence in the State, the Backward Class "A" and General categories had been deliberately denied opportunity to contest in the zilla panchayat polls. Mr. Dalwai said he had filed a writ petition in the High Court of Karnataka challenging the reservation of zilla panchayat constituencies in the district.
