The Centre's refusal to permit the leaders of the All Parties Hurriyat Conference to travel beyond Pakistan-occupied Kashmir, on the ground that it is against the spirit of the bilateral agreement under which the Srinagar-Muzaffarabad bus service was launched, is regressive. Given that the Pakistan Government has invited them to Islamabad, the status and the support base of the Hurriyat leaders should be taken into account by New Delhi. It must display the requisite flexibility and facilitate the historic trip.
