dated June 8, 1955: Situation in Goa

Dr. Syed Mahmud, Minister in the External Affairs Ministry, told pressmen in Bombay on June 7 that the Government of India would consider the situation in Goa after Prime Minister Nehru's return from Moscow. He added that strong public pressure was being brought to bear on the Government to change the present policy, but they would stick to it. Replying to a question whether further economic sanctions would be adopted against the Portuguese in Goa, Dr. Mahmud said that if the situation deteriorated and warranted the cutting off of rail and postal links with Goa, the Government might consider it but at present the situation did not warrant the taking of such a step. He said the Government were committed not to take any police or military action against the Portuguese colony. Even mass scale entry of Indians into the colony was not permitted, but it would not be possible for the Government to guard all the innumerable routes into Goa and prevent Indians from marching into the settlement. Dr. Mahmud said the Prime Minister would visit Vatican City during his current visit abroad and take the opportunity of posting the Pope with the latest situation in Goa and also the Government of India's policy towards Catholics in the colony.
