"Review of reservation system required"

Ratio for reservation for MBCs, OBCs should be revised, says Federation of Backward Classes

PONDICHERRY: A delegation of the Federation of Associations of Pondicherry State Backward Classes presented a two-page memorandum to Lt. Governor M.M. Lakhera on Monday to bring to his notice the need to ensure that the Other Backward Classes (OBCs) were protected through reservation in education and employment.

A copy of the memorandum presented to Mr. Lakhera by the federation president, S. Ponnurangam, was distributed to media persons on Tuesday. It said the Pondicherry State BC Commission had listed 12 castes and their sub-sects under the category of Most Backward Classes (MBCs). The Government had fixed the reservation quota for MBCs and OBCs at 60:40 out of the total reservation of 33 per cent for OBCs. This pattern of reservation earmarking 60 per cent for the 12 castes coming under the MBC category and remaining 40 per cent for more than 50 castes classified as OBCs was against the principles of natural justice and needed to be reviewed, the memorandum said.

Only two out of the 12 castes identified as MBCs would benefit as other castes had a very negligible population in the Union Territory.

The present ratio between MBCs and OBCs was not appropriate and denied social justice to the OBCs, it said.

In Tamil Nadu, only 20 per cent of reservation out of 50 per cent for OBCs had been earmarked for MBCs though 41 castes under MBCs and 68 castes under denotified tribes were covered. Mr. Ponnurangam said the OBCs here would lose their legitimate share and be adversely affected in education and employment if the present pattern of reservation were adopted. The ratio should be reviewed and the BC Commission could be requested to conduct a re-enumeration to fix the proper ratio.
