THIRUVANANTHAPURAM: Marking another major step in its e-governance programme, the City Corporation is gearing up to introduce a computerised system for disbursement of salary to its employees. The mission group has completed trial run of a special software package which prepares computerised salary statements for all classes of employees, including contingent workers. The software utility package, `Sthaapana,' was developed by Information Kerala Mission as part of a pilot project for the Amboori, Vilavoorkal, Kattakada, Madavur and Vellanad grama panchayats in Thiruvananthapuram. `Sthaapana' is a human resource management module to monitor establishment and administration matters. It is equipped with a flexible design which allows linkages to the panchayat and municipal directorates when these offices are computerised.
To ensure accuracy
Project officials said the new system would be used to disburse salary from July. They said that it would eliminate the need to prepare separate manual statements in each of the seven establishment sections. "The computerised statement will contain details such as net salary, loan liabilities and deductions. It is designed to reduce the workload of departments. By ensuring accuracy, it will also help to bring down the number of complaints relating to errors in the preparation of salary statements. Employees can collect their salary from the computer counter", says a project official. The computerisation programme has also been extended to the Accounts Section where efforts are on to streamline expenditure statements, including the payment system for contractors. "We have employed retired hands to update records", an official said. The initial phase of the project involved computerisation of the Revenue Department. Collection of property tax was the first utility to be taken up under the programme. The registration and issue of certificates for birth, death and marriage is to be taken up soon. The Corporation is also working on a project to network 37 city hospitals for automatic registration of births and deaths. The proposal involves establishment of computerised kiosks in hospitals and dedicated facility to handle transfer and management of data. Officials said the network would enable applicants to collect birth certificates within 24 hours or before discharge from the hospital. Efforts were on to fast track the project, they said.
