JAMMU: The Jammu and Kashmir Finance Minister and Congress MLA, Babu Singh, has suggested a federation of Jammu and Kashmir, including Pakistan-Occupied Kashmir as a solution to the decades-old conflict. Mr. Singh told newspersons here that autonomous regions could be created within the framework of Jammu and Kashmir under the joint administration of India and Pakistan. There was no other alternative; the State was multi-ethnic, multi-cultural and multi-lingual. "These autonomous regions with their own Assemblies will fulfil the regional aspirations of the people in the State," the Minister said. However, he hastened to add that the formula was his idea and did not have the backing of his party. A conference of intellectuals and politicians from both parts of Kashmir should be convened to discuss the future of the State without pre-conditions. Mr. Singh has espoused similar views in the past as well, but his party colleagues have dismissed them as "unrealistic."
