LONDON: The British Government was on Thursday facing calls for a review of its controversial anti-terror laws following a critical report of the European Commissioner for Human Rights. The report expressed concern over the way terror suspects were treated in Britain, and took strong exception to using confession obtained under torture as evidence in court. It also criticised the provision under which the Home Secretary can issue "control orders'' against anyone he believes is a potential security threat, effectively putting them under house arrest. The Commissioner Alvaro Gil-Robles called the proceedings surrounding the issue of control orders "inherently one-sided''. In a report that stopped just short of holding Britain in direct breach of human rights, Mr. Gil-Robles reminded the Government that civil liberties were the "very foundation of democratic societies''. "Against a background in which human rights are construed as... .cumbersome obstructions, it is perhaps worth emphasising that human rights are not a pick-and-mix assortment of luxury assortments but the very foundation of democratic societies. As such, their violation affects not just the individual concerned but society as a whole... '' The Government defended its policies saying that they represented a right balance between the human rights of individuals and the rights of the citizens to be protected against terror.
