MADIKERI: The Kodagu Zilla Panchayat meeting witnessed chaos on Thursday with members arguing over the issue of shifting 31 veterinary centres and sub-centres from Kodagu, identified as superfluous by the D.M. Nanjundappa committee on regional imbalances. Hosur Satish Kumar Joyappa of the Janata Dal (Secular) wanted the zilla panchayat to pass a resolution to block the move to shift the centres. He was supported by another Janata Dal (S) member, V.P. Shashidhar, and C.S. Arun Machaiah, MLC. When the Deputy Director, Department of Animal Husbandry, Ramesh Murthy, announced that 19 centres and sub-centres could be shifted, Mr. Machaiah took the official to task for saying so. H.C. Nagesh and K.P. Chandrakala (both Congress members) defended Dr. Murthy. Dr. Murthy read out a letter written by him to the Director of the Department of Animal Husbandry and Veterinary Services stating that Kodagu is a hilly region and livestock is being taken care of at all the veterinary centres. When Ms. Chandrakala and Mr. Nagesh defended the official and said that Dr. Murthy had only stated that three additional posts of veterinary officers would be shifted from the district, Mr. Machaiah expressed reservations about it.
Action Plan
Mr. Machaiah objected to the proposed action plan allocations to the three taluks and alleged that the officials had ignored the elected representatives and had finalised the plan. He asked the president of the zilla panchayat, Chitra Ramesh, why a meeting of the District Planning Council (DPC) had not been convened before the allocations were finalised. Mr. Shashidhar and V.K. Devalingaiah, chairman of the Standing Committee on Social Justice, wanted the chair to postpone the meeting.
The chief executive officer, K. Sundar Naik, said things have to be rushed through as the zilla panchayat election notifications will be issued soon. However, the action plan could be modified. Suju Thimmaiah, chairman of the Standing Committee on Health and Education, suggested that a standing committee meeting be convened for a discussion on the action plan after which it could be placed before the full board for approval. However, the meeting approved the allocations made to the zilla panchayat for 2005-06, involving a sum of Rs. 17.78 crores.
