PUDR criticises DIG of Prisons

NEW DELHI: Criticising the Deputy Inspector-General (DIG) of Prisons' decision to withhold information about executions carried out at Tihar Central Jail here, the People's Union for Democratic Rights (PUDR) - an organisation committed to abolition of the death penalty - said on Thursday that the denial puts the world's largest democracy in the "dubious company'' of China, Vietnam and Uzbekistan.

In its reply to the PUDR petition - filed under the Delhi Right to Information Act, 2001 - the DIG cited national security as a reason for holding back the information. In a letter dated May 12, the DIG wrote: "Some of the persons who have been executed had been convicted for various offences having prejudicial affect on the sovereignty and integrity of India and international relations and could lead to incitement of an offence... ". The letter also claimed that the information "would not serve any public interest".

Contesting the DIG's claims, a PUDR statement questioned the grounds for denial and the relevance of national security to the issue since the information requested related to judicial executions.

The statement also added that the DIG's response was confounding as the "Inspector-General of Prisons, Pune, responded favourable to an identical application filed by PUDR under the Maharashtra Right to Information Act''. PUDR, which has appealed against the decision, has urged the Delhi Government to end its silence on executions which make impossible an informed public debate on the death penalty.
