Consumer forum's notice to NDMC

NEW DELHI: A District Consumer Disputes Redressal Forum has issued a notice to the New Delhi Municipal Council (NDMC) on an application by a complainant seeking execution of an award of compensation of Rs. 10,000 in his favour for wrong power billing.

In its order dated October 20, 2002, the District Forum had asked NDMC to pay Rs. 10,000 as compensation to the complainant, Rajesh Rajora, for "mental agony and harassment'' caused by the civic body.

The Forum had also directed the Council that the compensation amount payable to the complainant should be deducted from the salary of the Director (Commercial), the Chief Engineer and the meter reader of the Council who were responsible for the wrong calculation.

The Forum asked the Council to file a reply to the application by August 12.

The Council had gone in appeal to the State Commission against the orders of the District Forum and then in the National Consumer Disputes Redressal Commission against the State Commission orders.

The National Commission in April this year also dismissed the appeal.

The case of Mr. Rajora before the District Forum was that the reading of power consumption by the meter reader for June 1995 was wrong. He submitted that he had received a bill for Rs. 3040.34 showing a meter reading of 11,860 units, which was erroneous and was done with malafide intentions.

Later, for August and September 1995, Mr. Rajora received bills for Rs. 56,488 and Rs. 62,142 respectively, the complaint said, adding that in January 1996, he was asked to pay Rs. 38,183 within seven days of the receipt of the bill.

Mr. Rajora had urged the District Forum to direct the Council to pay a compensation of Rs. 2 lakhs as well as not to stop power supply till the disposal of the complaint.
