Negative system

of representation

Sir, — In the recently concluded byelection to the Shimoga Lok Sabha seat, the winning candidate received only 2, 69,498 votes.

This is only around 21 per cent of the total electorate and in effect implies a negative vote of around 79 per cent. Similarly in the bypoll to the Chamarajpet Assembly seat, the winning candidate received only 19,943 votes, 18.87 per cent of the electorate.

Both candidates will, however, represent these constituencies even though more votes have been polled against them.

Will the Election Commission and legal experts look into such an anomaly in the system and suggest remedial measures to avoid the negative approach system of representation?

Repair inner

service road

Sir, — On the entire 63-km Outer Ring Road, there are service roads only along 3 km in Kalyana Nagar.

However, the inner service road has not been repaired since it was laid 10 years ago.

It is in a very bad condition as there is heavy traffic on this stretch. I request the BDA to repair this road immediately.

Problems during rains

Sir, — The recent spell of rainfall has caused inconvenience to the residents of Kundalahalli, AECS Layout, as the roads are full of potholes and get flooded. The unscheduled load shedding for hours makes the situation worse. As many streetlights do not function properly, people find it difficult to use the roads at night.

Buses from Shivajinagar and Kempegowda Bus Station frequently skip this stop and do not stick to the schedule. Will the authorities concerned look into these issues?

P.A. Chandrasekaran,

Ban heavy vehicles

Sir, — The movement of heavy vehicles has increased in Jayanagar Extension. Lorries, with heavy loads, frequently ply on the route connecting R.V. Road and Ragi Gudda Road, making it impossible for smaller vehicles to use the road. I request the authorities concerned to ban heavy vehicles on this route.

N. Raju,

Bangalore
