PACBs: ban on fixed deposits deplored

COIMBATORE: The Tamil Nadu Cooperative Employees' Federation has deplored the order banning acceptance of deposits from the public by primary agricultural cooperative banks (PACBs).

P. Krishnan, State vice-president, said to help farmers who faced drought consecutively during the past three years, the State Government had rescheduled repayment of cooperative loans. Thus, the borrowers could start making repayments from April 2007. The Government had also announced that the farmers need not pay any interest between 2004 and 2006 for outstanding loans. "Hence there will be no transactions up to March 31, 2007 in these PACBs." He said it was only the fixed deposits from the public that had been helping the PACBs extend loans to the rural folk. As the District Central Cooperative Banks were unwilling to help, Mr. Krishnan contended the only way out for the PACBs to have some funds was to accept deposits. "But the Registrar of Cooperative Societies has been imposing very stringent conditions," he alleged.Instead of rehabilitating the PACBs, the Registrar was trying to wind them up gradually by imposing various conditions. The Government should intervene and remove the "unjust" restrictions and help the farmers and rural public, he said. — Special Correspondent
