NELLORE: The district Collector, M. Ravichandra, made it clear to the bankers that the institutions cannot hold passbooks of farmers for the purpose of advancing loans. Presiding over a meeting of the District Consultative Committee of Bankers here on Wednesday, the Collector pointed out that if at all the situation required, the bankers can keep a photostat copy of the passbook. "The concept of keeping passbooks does not exist in Andhra Pradesh," the official told the Lead District Manager, D.V.L. Narasimha Rao. Also, the passbooks are required for purposes like obtaining of seed and so on, he said.
Disappointment
Regarding repayment by self-help groups (SHGs), the bankers expressed dissatisfaction over the poor recovery in the district. Mr. Ravichandra pointed out that the issue would be discussed in detail with the beneficiaries being asked to repay on time. Any indifference would be dealt with accordingly, he said. The Collector wanted the bankers to finance those affected by the tsunami and said it required about Rs. 1.25 crores to provide 500 units of fibre boats. There was a suggestion that the necessary survey should be jointly done by the DRDA and Fisheries Department. Mr. Ravichandra wanted all sanctions by the bankers to various schemes to be completed by September-end and an action plan to be prepared accordingly. At the end of May, the performance of sectors like SGSY was just 29 per cent and the Department of Backward Classes at 15 per cent, with only the Minority Development Corporation registering a growth of 68 per cent. The Collector wanted the bankers and the development departments to evolve an amicable process, paving the way for a consolidated statement to the DRDA agency.
Bankers' achievements
The Regional Manager, Syndicate Bank, M. Jayaprakash, stressed the need to highlight bankers' achievements rather than blowing up of the reported shortcomings from the side of administrative agencies. Today's bankers' meet presented a service area credit plan of Rs. 1,202 crores, with 60 per cent of it earmarked for the agriculture sector for the year 2005-2006. The AGM, Reserve Bank, D. Sethi, AGM, NABARD, Srinivasa Mohan, and a number of bankers were present.
