One-time cess on vehicles for formation of fund

THIRUVANANTHAPURAM: The Kerala Road Safety Authority Bill, approved by the Cabinet on Wednesday for combating road accidents, proposes the formation of a Road Safety Fund using a one-time cess on vehicles.

The cess will be Rs.500 on heavy vehicles, Rs.300 on medium-type vehicles, Rs.200 on light vehicles and Rs.100 on two-wheelers. A fine of 10 per cent will be levied if the cess is not paid on time.

A 21-member authority with the Transport Minister as chairman and the Public Works Minister as vice-chairman will be formed to oversee matters regarding road safety. The Road Safety Commissioner will be the Chief Executive of the Authority. The Chief Secretary will head a five- member Executive Committee.

The authority will have three road safety experts to be nominated by the Government.

Chief Minister Oommen Chandy told presspersons after the weekly Cabinet meeting that the authority would raise funds for various road safety measures and make arrangements for trauma care. The authority will coordinate road safety projects and programmes being implemented by various departments and agencies. Arrangements will be made for immediate care of accident victims.

An official release said the fund would be used for road safety campaigns and studies and for providing assistance to victims of accidents and trauma care programmes.
