VIJAYAWADA: The ratio of females to males was low in many States with married couples preferring sons. The sex ratio was balanced in States like Kerala where literacy and awareness was high, said the district Collector, Naveen Mittal. Addressing doctors and scanning centre proprietors on female foeticide here on Wednesday, the Collector urged non-governmental organisations and DWCRA group members to promote awareness on the subject. The District Medical and Health Officer (DM&HO), A. Ramprasad, said female foeticide was punishable by law under the Pre-Conception, pre-natal diagnostic techniques (prohibition of sex-determination) Act 1994, rules (1996). He said doctors and paramedical personnel convicted under provisions of the act for the first time were liable to three years imprisonment and a fine of Rs. 10,000 and for subsequent violations five years imprisonment and a fine of Rs. 50,000. Those convicted under provisions of the Act would lose their licence in the first instance and permanently for subsequent violations. Parents, husband, relatives and others found violating the act were liable for three years imprisonment and Rs 50,000 fine in the first instance and imprisonment for five years and Rs 1 lakh fine every time thereafter. Former superintendent of the Government General Hospital, R.S.Rama Devi, and representatives of NGOs spoke.
