CHENNAI: There is a spring in the step of civil servants in the Secretariat these days. For, the much-delayed promotions of four batches of Indian Administrative Service officers have either been cleared or are on the verge of being cleared. The officers of the 1990 batch waiting for their time-bound promotions since 2002 were granted their selection grade a few weeks ago. So too the 1991 batch officers, who have been waiting since 2003. Both batches get their new grades with retrospective effect, government sources said.
Lesser waiting period
The promotions of the 1979 batch and the 2001 batch are being processed now. The 1992 batch of officers, for whom promotions were due in January this year, could have a lesser waiting period as their files had also been taken up. There has been heartburn among the IAS officers over the fact that while the Indian Police Officers in the State get their promotions routinely, theirs has been held over. A few officers attributed the delay in the time-bound promotions to the presence of certain "problematic" officers in the 1990 and 1979 batches. Because promotions to these two batches were held in abeyance, it followed that subsequent batches could not be promoted. Some officers felt that the ineffectiveness of top administrative officers in putting issues across to the political executive had resulted in the inordinate delay. Also, the IAS Officers' Association had ceased to be a body that channelled the hopes and aspirations of the officer cadre to the political bosses. A section of officers found it strange that the promotions of the 2001 batch had been withheld. "They are too junior to have rubbed anyone on the wrong side," said an officer. At the field level, these officers should have been promoted from Sub Collectors to Additional Collectors and at the Secretariat and other offices, from Undersecretary to Deputy Secretary.
