BHOPAL: The Madhya Pradesh Cabinet chaired by the Chief Minister, Babulal Gaur, on Thursday endorsed the Madhya Pradesh Panchayat Raj and Gram Swaraj (amendment) Ordinance 2005. With this amendment, the State Election Commission would conduct the elections of Up-Sarpanch of Gram Panchayats and the chairmen and vice-chairmen of Janpad and Zila Panchayats. The decision to amend the Panchayat Raj Act has been taken to ensure fair and transparent elections and comes in response to a Madhya Pradesh High Court order on a writ petition. The High Court has held as unconstitutional the provision that to complete the quorum of gram-sabha, the presence of one-third members and representation of scheduled castes and scheduled tribes in proportion to their total strength was necessary.
