ANANTAPUR: A unique exercise taken up by the district administration for proper maintenance of land records by weeding out the bogus and fake `pattadar' passbooks (title deeds of lands) through verification and endorsement of passbooks has evoked good response from the farmers. A majority of pattadar passbooks have already been verified and endorsed by the Revenue Department, as it was announced in advance that the farmers would not be eligible either for the subsidised supplied by the State Government or for crop loans and agriculture term loans given by banks and cooperative societies. The campaign has been taken up in four phases so far. The Joint Collector, Shashibhushan Kumar, on Thursday stated that the exercise was unique in itself as such a task was not taken up in any other district in the State. "It would minimise or totally prevent misuse of Government sops like loans and subsidised seed. Only the genuine farmers would get the Government benefits," he said. He explained that the special campaign was launched in October 2004 and by conducting gram sabhas in four phases. So far the revenue officials were able to verify about 87 per cent of passbooks. Of a total of 6.30 lakh pattadar passbooks, 5.45 lakhs had already been verified and endorsed by the administration. During the process, 1,840 fake passbooks were detected and cancelled. The task had been completed by over 90 per cent in 20 mandals, between 85 and 90 per cent in 25 mandals and 85 per cent in another 18 mandals. Sufficient publicity was given on the exercise and the farmers were given sufficient time too to get their passbooks verified and endorsed. The seals of endorsement from all mandals were now lodged with the RDOs concerned to prevent misuse at MROs' level, the JC stated. As the seed supply agencies and banks were informed in advance by the district administration, the farmers who had failed to get their passbooks verified so far were being denied seed and loans already. Such farmers could contact the RDOs concerned for verification and endorsement of their passbooks now, Mr. Shashibhushan Kumar suggested. Meanwhile, special revenue teams were deputed to Beluguppa mandal, where the verification of about 2,500 passbooks was not possible due to technical snags. He told the farmers that their passbooks would be verified and endorsed by the special teams by June 19.
