Ministers fail to perform again

No improvement, says fresh scrutiny

NEW DELHI: The annual review of performance of the Delhi Council of Ministers is slowly turning into an embarrassment of sorts for the State Government. Though there is no official word on the performance of the Ministers and their review, reports suggest that all three Ministers who have faced scrutiny so far have been found wanting in handling of their departments.

According to official sources, the latest review of the Development and Food and Supplies Minister, Raj Kumar Chauhan, invited the wrath of the Chief Minister, Sheila Dikshit, who pointed out various deficiencies in the working of the departments under him.

The results were no different with regard to the earlier two reviews of the Education Minister, Arvinder Singh Lovely, and the Industries Minister, Mangat Ram Singhal. Similarly, Ms. Dikshit was quite unhappy with the working of Health and Family Welfare Minister Yoganand Shastri and pointed out the inadequacies to him.

All four Ministers were found to be below par in handling their departments and have been asked to improve their performance.

The new system introduced by the Chief Minister earlier this year has its drawbacks as no official update is given about the appraisal nor any report card made out on the performance of Ministers.

Political observers say that if the performance of Ministers was not up to the mark then the situation calls for a review as it affects the overall performance of the Government.

"If only a couple of Ministers and the Chief Minister are performing then there is something seriously wrong with the functioning of the Government,'' a senior party leader remarked.

Mr. Chauhan, considered one of the favourite Ministers of Ms. Dikshit, has come under fire for lack of performance on various fronts. However, officials maintained that Mr. Chauhan couldn't be blamed as he has been burdened with the maximum number of departments that makes it extremely difficult for him.

This is backed by the fact that it took two marathon Cabinet meetings to review the functioning of Mr. Chauhan's department while the other Ministers finished their presentations at one meeting. "We cannot be expected to perform miracles when we do not even have powers to take action against or transfer a peon.

First there has to be decentralisation of powers among the Ministers so that we are able to take the officials to task. The Chief Minister will have to shed some of her powers if she wants an effective administration,'' remarked a senior Minister.
