MANGALORE: The Dakshina Kannada Zilla Panchayat, at its special general meeting here on Wednesday, approved a Rs. 83.24-crore action plan under the plan component. The State's share in the outlay is Rs. 56.15 crores while the Centre's share is Rs. 27.09 crores. While the zilla panchayat will get Rs. 31.34 crores, the taluk panchayats will get Rs. 24.49 crores and the gram panchayats Rs. 27.39 crores. The State's share in the zilla panchayat programmes to be implemented through 21 departments is Rs. 23.93 crores while the Centre's share is Rs. 7.41 crores. The action plan was approved after incorporating a few suggestions by the members. Primary and secondary education have got the lions' share of the outlay at Rs. 20.34 crores, including Rs. 13.30 crores for the zilla panchayat and Rs. 7.03 crores for the taluk panchayats. The allocation of grants to panchayat raj institutions fully funded by the State is Rs. 12.96 crores with gram panchayats getting Rs. 11.42 crores.
Housing schemes
The Department of Women and Child Welfare will get Rs. 7.65 crores. A significant feature of the action plan is the allocation of Rs. 5.69 crores set aside for housing schemes, and releasing Rs. 5.61 crores to gram panchayats to identify beneficiaries and implement the schemes. Taluk panchayats will get Rs. 7.4 lakhs for the purpose. Rural employment schemes have also got a significant allocation at Rs. 6.21 crores.
Other allocations
The major allocation for other programmes include Rs. 5.21 crores for family welfare schemes, Rs. 5.11 crores for regional and other rural development schemes, Rs. 2.77 crores for tribal welfare schemes, Rs. 2.6 crores to provide nutritious food and Rs. 1.46 crore for rural drinking water schemes. The panchayat also approved the action plan under the Swarna Jayanthi Gram Swarozgar Yojana for 2005-06. As many as 62 groups in five taluks of the district will receive Rs. 11.47 lakhs.
Self-employment
In all, 698 people in the taluks will be trained for self-employment at Rs. 11.47 lakhs. A financial assistance of Rs. 61.91 lakhs will be given to 62 groups in the five taluks. The meeting also approved an action plan for Rs. 47.83 lakhs for 17 projects to be taken up under the 11th Finance Commission schemes. The grant component in this outlay is Rs. 38.27 lakhs. Of the 17 works, 16 will be taken up in Puttur taluk and one in Sullia. The works to be taken up are yet to be identified in Mangalore, Bantwal and Belthangady taluks.
