Pay panel for Karnataka Government staff formed

Former Additional Chief Secretary to head the commission

BANGALORE: The Karnataka Chief Minister, N. Dharam Singh, has issued orders for constituting the pay commission headed by C. Gopal Reddy, a former Union Government Secretary and Additional Chief Secretary to the Government in the State.

Mr. Reddy is also a former Principal Secretary (Finance) and had held the post for more than five years. The Deputy Chief Minister, Siddaramaiah, who holds the Finance portfolio, has also cleared the constitution of the commission.

According to sources in the Secretariat, the Chief Minister approved the matter on Saturday and forwarded the file to the Principal Secretary (Finance), Sudhakar Rao, to take steps for constituting the one-man commission. The Government Order in that regard is expected in a few days.

Long-pending demand

The Karnataka State Government Employees' Association (KSGEA), which had urged the then Congress Government led by S.M. Krishna and also the Congress-Janata Dal (S) coalition Government, led by Mr. Dharam Singh, to constitute the pay commission had even given a call for a strike in December last. But Mr. Dharam Singh and Mr. Siddaramaiah invited the president of the association, K. Sippe Gowda, and other office-bearers for a meeting and promised them that the pay panel will be set up. An announcement regarding the setting up of the panel had also been made in the State budget.

The Government Employees' Association has demanded parity in pay scales of the State Government and Union Government employees and the removal of anomalies.

The other association of State Government employees, the Karnataka State Government Employees Federation, led by U.D. Narasimhaiah, had, however, demanded merger of dearness allowance in the basic pay as it thought the constitution of a pay commission will not be beneficial. However, sources in the KSGEA said that they will also demand the merger of DA with the basic pay.

Mr. Sippe Gowda also demanded that the Government stop the transfer of officials as that will cause hardship to them as the schools and colleges have reopened.
