dated June 22, 1955: Congress circular on Goa

Mr. Shriman Narayan, Congress General Secretary, has stated that Pradesh Congress Committees should take an active interest in the Goa liberation movement by explaining to the people the point of view of the party and of the Government of India. In a circular to all the PCCs, sent on June 20, he said they should also express full sympathy for the legitimate aspirations of the Goan people and should condemn the inhuman and repressive measures which were being adopted by the Portuguese authorities. Congressmen might also cooperate with other parties in programmes which did not run counter to the basic policies of the party and the Government of India. The circular has been issued in view of a large number of letters and telegrams from Congressmen seeking permission to join the Goa satyagraha movement. So far as the question of Indians joining the Goa struggle was concerned, it said, the Congress had to shoulder the responsibility of dealing with this problem not only on political but on administrative and diplomatic levels as well. Congressmen, therefore, should exercise due restraint and caution in this matter. Meanwhile, according to a report from Dodamarg (Goa border), the Portuguese police opened machinegun fire to intimidate and put a halt to the march of 48 Indian volunteers who entered Goa on June 18 in support of the satyagraha campaign for liberation of the territory. The volunteers were led by Mr. Premnath Wasnik, 32-year-old PSP member of the Madhya Pradesh Assembly.
