KOLLAM: In his report on the custodial death of Rajendran, 26, at the Kollam East police station on April 6, Kollam Revenue Divisional Officer S. Thulasidas has held five personnel attached to the police station responsible for the death. Those held responsible are circle inspector R. Rajkumar, additional sub inspector M. Babu who was in charge of the police station at that time, constables Jayakumar and Venugopal attached to the Crime Squad of the circle inspector, and head constable in charge of the General Diary Pavizhasenan. The report was submitted to District Collector B. Sreenivas on Tuesday evening. The report also calls for action under Section 29(J) against the policemen on duty at the station at that time for denying medical attention to Rajendran. He was taken into custody on charges of theft from a private hospital and allegedly subjected to third degree methods. According to the report, though Rajendran was in a highly critical condition, he was denied medical attention so as to "prevent him from giving a dying declaration." The report called for an investigation into the whereabouts of the policemen on that day.
