KOCHI: The High Court on Wednesday directed the Deputy Superintendent of Police, Crime Detachment, Alappuzha, to appear in person before the court on June 24 to explain the investigations being conducted into a case relating to the missing of a 7-year-old boy, Rahul. Justice A.K. Basheer issued the directive as he was dissatisfied with the information provided by the investigation officer to the Public Prosecutor. The court also directed the Dy.SP to file a report on the action taken so far in the matter and on the progress of investigations till date. The directives were issued when a writ petition filed by the father of the boy, A.R. Raju, seeking CBI probe came up before the judge. According to Mr. Raju, the boy did not return home after he went out to play cricket on a playground near his home on May 18, 2005. His friends saw him going to the public tap for drinking water. The investigations were being conducted by the Crime Branch. No attempt had been made by the police to trace the boy. The investigations were not effective, the petitioner said.
Stay on revenue recovery
Justice K. Padmanabhan Nair stayed for one month revenue recovery proceedings initiated against the Institute of Mental Health and Neurosciences at Kozhikode Mental Health Centre for not paying sales tax arrears. The directive came on a petition filed by the High Court Legal Aid Committee. Sales tax was demanded on the products manufactured by the centre for the years, 1990 to 2001.According to the petition, the arrears came to Rs. 2,89,139. The institute was dependant on grants from the Government. The centre faced a financial crunch. The supply of medicines to the community health campuses had been stopped. The petition said that profit from the products sold was being utilised for the rehabilitation of mentally ill patients. The court also directed the Additional Solicitor General to file a statement regarding the Centre's decisions on the State Government's request to include Wayanad and Idukki in the District Mental Health Programme and to grant Rs. 3 crores for improvement of the three mental health centres.
Veterinary doctors' plea
Justice Siri Jagan has directed the Anomalies and Post Revision Complaints Committee to consider the representations filed by three associations of veterinary doctors, seeking revision of pay on a par with that of allopathic and dental doctors in the Health Department. It should be disposed of within three months. The directive was issued while disposing of a writ petition filed by the associations.
`Reinstate professor'
The court directed the Vice-Chancellor of Calicut University to reinstate M. Bavakutty in the post of professor, library science, forthwith and pay him all the service benefits with arrears. He was removed in 2002.
Sanction sought
A petition has been filed before the Advocate General seeking sanction for initiating contempt of court proceedings against the former judge of the High Court K. Sukumaran, for writing an article on the High Court verdict in the Coca-Cola case. The petition was filed by Sreekumar S. Menon of Edappally.
