BANGALORE: Baragur Ramachandrappa, former Chairman of the Kannada Development Authority, has urged the Government to evolve a comprehensive policy on teaching English and Kannada as subjects at the primary school level. In a memorandum to the Chief Minister, N. Dharam Singh, and the Minster for Primary and Secondary Education, Ramalinga Reddy, he pleaded for immediate action on the part of the Government. Any delay in finding the right solution may encourage "the threats of Gokak and Boosa type of agitation which might take the form of dangerous caste-based agitations," he said. He said the Government should introduce English as a language at primary level. But it should consult experts in deciding about the standard from which it should be implemented. He emphasised the need to introduce English and Kannada as languages simultaneously. Kannada should be introduced in all non-Kannada schools from the same standard English is taught as a language. Children studying in Kannada medium should learn additional language and the other children need to learn two more languages English and Kannada along with their mother tongue. Maharshtra has adopted such a pattern, he said. The Government should get the stay order on mother tongue issue vacated. Introducing English from the first standard will not be detrimental to the growth of Kannada, as some people tend to think. The Government should take adequate care to evolve a balanced policy, as any bias towards English would have an adverse impact, he added.
