    HYDERABAD: The Chief Minister, Y.S. Rajasekhara Reddy, has urged the Centre to allow hot pursuit of extremists across the State's borders and sought more funds for tackling Leftwing extremism.

    Referring to the Sarkar Commission's recommendations while addressing an Inter-State Council meeting in New Delhi on Tuesday, Dr. Reddy reiterated his demand for deployment of armed forces from the neighbouring States and paramilitary forces by the Centre to curb extremism.

    Seeking a greater cooperation from the neighbouring States in this matter, he said the logistics of cooperation must be worked out periodically to sustain the pressure on naxalites. The Centre should also consider the suggestion of the Union Home Ministry for the creation of special police cells to tackle urban crimes favourably, he said.

    He welcomed the proposal of the Prime Minister, Manmohan Singh, for bringing down the minimum qualification for the aspirants of Civil Services to 12 plus level instead of the present limit of graduation.

    Dr. Reddy pleaded with the Centre not to allow discriminatory tax structure as in the case of Himachal Pradesh, Arunachal Pradesh and Gujarat, as it was harmful to the growth of the industry elsewhere. Pharmaceutical industry was the worst hit in other States because of the concessions extended in those three States, he said.

    Addressing disaster management concerns, he suggested streamlining of risk reduction strategies from national and local perspectives and setting up of a National Disaster Mitigation Fund for correcting fault lines in infrastructure.

    The Meteorological Department should be mandated to improve its systems for more accurate forecasts, he said. Capacity building methods should be planned on a large scale for communities for complete economic rehabilitation of the people and the affected area too, he added.

    On matters of good governance, he said the Congress rule had evolved a `CARING' (committed, accountable, responsive, inspiring, nationalistic and genuine) Government to improve the delivery of services, especially to the poor.

    "People's interests have become predominant in all operations and the Government is knocking the doors of people through Rajiv Nagara Baata, Rajiv Palle Baata and Praja Patham," he noted.
