This refers to the report, `Police need to be caring, humane,' (June 29), where the Prime Minister has described the increasing government expenditure as "natural." India has indeed grown in terms of population and economy but that does not justify the increased government spending. The problem is in the way the money earmarked for a particular purpose is spent. For instance, the Government spends as much as Rs. 1,000-Rs. 1,700 a month on a child in government schools, which is much more than what many private schools in Delhi spend on each child for the same duration. Bulk of the money is spent on administration and only a meagre amount actually goes towards educating the children.
