Farmers' woes

This refers to the article, `Vidharbha: whose suicide is it, anyway?' (June 25).

It is a pity that even after more than 50 years of Independence, the disadvantaged sections of our society are still at the mercy of bureaucracy. One can ask whether rules are made for the benefit of the people or to harass them.
