JAIPUR: The Rajasthan Chief Minister, Vasundhara Raje, has called for giving a "practical shape" to the Calamities Relief Funds of both the Centre and the States to facilitate smooth extension of relief. She pointed out that these funds were being run without clear guidelines on the size of estimated expenditure. Addressing the ninth meeting of the Inter-State Council in New Delhi on Tuesday evening, Ms. Raje said though the approach to disaster management had changed over the years and its strategy was formulated much in advance, the lack of guidelines had often adversely affected the pace of work. Ms. Raje said the Rajasthan Government had appointed a Disaster Management Authority and was considering enacting a Disaster Management Act to provide legislative backing to the relief work. She added that the guidelines on the expenditure to be incurred should be made simple and explicit without delay. The Chief Minister suggested that at least 10 per cent of the money of Calamities Relief Funds should be reserved for expenditure on ensuring safety of public buildings situated in the earthquake-prone regions. Besides, the provision should be made in the funds for expenditure on material component of the relief works, she said.
