TIRUCHI: The Tiruchi Regional Engineering College Science and Technology Entrepreneurs Park (TREC-STEP) would get into a partnership with the Department of Science and Technology to implement a national project called `Skills and knowledge for improved livelihoods and living standards' (SKILLS), aimed at developing a skill curriculum in new and unconventional trades for the unemployed. The project, to be taken up under the United Nations Development Programme (UNDP), would also seek to develop an e-portal called skillindia.com and promote public-private partnerships by setting up 10 training centres in Chennai and Bangalore.
Focus of the project
The project would broadly focus on developing skills in modern appliances maintenance, information and communication technology, agriculture / horticulture bio-technology, and food and beverages production technology. The project would be implemented across the country by the DST-UNDP in association with four partner institutions, TREC-STEP, JSS-STEP, Noida, the Vivekananda Institute of Bio-Technology in Kolkata, and Agnel Charity Trust in Goa. The TREC-STEP would be responsible for the overall coordination of the project. It would also promote the training centres on modern appliances maintenance in Chennai and Bangalore. JSS-STEP would be involved in developing the skill curriculum in information and communication technology and the e-portal with inputs from the other partner institutions. The Agnel Trust would focus on food production technology-based skills, H.K. Mittal, advisor of DST and head of the National Science and Technology Entrepreneurship Development Board (NSTEDB), told mediapersons here on Tuesday. The project would seek to encourage unemployed youths to become micro-entrepreneurs by training them on the identified trades, which would be need based and locale-specific. The e-portal would be set up as a platform to disseminate the skills training curriculum to train institutions, trainers and trainees. The project would get financial support of around Rs.4.5 crores under the UNDP and another Rs.1 crore is expected to come from the partnering institutions, Mr. Mittal said. The new project would essentially be a continuation of a similar project called `Vocational training for employment generation' (VOTEG), implemented under the UNDP between 2001 and 2004. An independent monitoring team rated TREC-STEP's performance in the project at 9.5 on a scale of 1 to 10. The assistant resident representative of the UNDP, Harsh Singh, said SKILLS was an important programme for capacity building among the unemployed at the grass root level so that they could earn a decent livelihood using the skills acquired. The executive director of TREC-STEP, R.M.P. Jawahar, said that a survey had already been conducted in Chennai and Bangalore on the requirement and demand for mechanics to service modern household appliances. A few original equipment manufacturers would also be roped in to train the youth. The training centres would, in course of time, focus on other emerging niche trade areas, he added.
