NEW DELHI: The "outcome budget" to be unveiled next week is to "discipline" the spending by various Central Ministries and departments through monitoring to ensure that they do not drive most of the expenses towards the last quarter of fiscal. Speaking to newspersons on the sidelines of the tax "Help centre" launch on Thursday, Finance Minister P. Chidambaram said: "We have got strict rules that 66 per cent of the budgeted expenditure has to be spent in the first three quarters and not more than 33 per cent in the last quarter." Mr. Chidambaram said: "Ministries have sent their outcomes. We are compiling them." In particular, the "outcome budget" would gauge the effectiveness of the money spent on various heads under different Ministries and monitor the achievement of their physical targets. The key to achieve the outcome, he had said during the NDC meeting, was to ensure efficient service delivery, transparency and accountability as also to help in allocating resources based on progress in delivery. The step would also make each department and Ministry more accountable, he said. On the borrowing programme, Mr. Chidambaram said the Government borrowings for early July would be as budgeted earlier, at about Rs. 10,000 crores.
