CBI case against cardiologist

"The RML doctor used to get commission from suppliers of medical equipment"

NEW DELHI: A case of criminal conspiracy has been registered against a cardiologist of Ram Manohar Lohia (RML) Hospital here by the Central Bureau of Investigation for allegedly showing exaggerated expenses for "treatment" of a peon who was later found to be in good condition.

He also used to get commission from suppliers of surgical and medical equipment.

Documents seized

According to CBI, raids were carried out at the offices and residential premises of the accused, R. K. Khullar, on Friday and several documents were seized.

The CBI said a peon with the Central Department for Chemicals and Fertilizers, who was a beneficiary of the Central Government Health Scheme, was examined by Dr. Khullar on November 30, 2004.

Dr. Khullar advised the patient to undergo angiography and asked him to deposit Rs. 6,200.

The patient requested his Department for sanction of the amount on the basis of the advice and expense certificate given by Dr. Khullar. The amount was sanctioned and a cheque was issued in favour of RML Hospital on December 7, 2004.

The next day, Dr. Khullar advised the peon to undergo angioplasty and asked him to deposit a sum of Rs. 1.58 lakhs. He gave the peon the expense certificate showing the same amount on December 11, 2004, on the basis of which the peon's Department sanctioned the amount and issued a cheque in favour of the hospital.

However, before the angioplasty, the peon approached the Head of the Department (HoD) of Cardiology and requested a second examination. Initially, the HoD also issued another expense certificate of Rs. 1.58 lakhs on December 15 on the basis of the angiography report issued by Dr. Khullar.

But, five days later, when the peon was admitted, the HoD decided to have another angiography done on him.

He found that his heart was in good condition and there was no need for angioplasty.

Record destroyed

The HoD then cancelled the angioplasty and issued an angiography report on December 21 mentioning that the peon only needed regular medication.

The CBI also found that Dr. Khullar had destroyed the angiography film to save himself from any action.

According to the CBI, its investigations had revealed that Dr. Khullar used to issue exaggerated angiography report -- after which the patient was advised to undergo angioplasty which cost a lot -- in order to get commission from suppliers of medical and surgical equipment used in the operation.
