KATHMANDU: Rejecting the royal government's charge that they have joined hands with Maoists, major political parties in Nepal have said that both King Gyanendra and the rebels should fulfill their ``pre-conditions'' before they could start a dialogue with either of them. ``The parties are open to dialogue with both the King and the rebels, but they have to first fulfill our pre-conditions,'' said Nepali Congress (Democratic) President Gopalman Shrestha here.
