ANANTAPUR: The Commissioner of Youth Welfare, G.N. Rao, has said the Government has prepared an action plan with an outlay of Rs. 635 crores for implementing the Rajiv Yuva Shakti programme on a large scale this year (2005-06). One lakh unemployed youth will be benefitted under the scheme with 60,000 units. Addressing a press conference here on Wednesday, Mr. Rao said lack of cooperation from bankers had affected the progress of the scheme last year (2004-05). Against the Rs. 325-crore plan, RYS units worth Rs. 200 crores were sanctioned but the bankers had released only Rs. 114 crores.
Main objective
He said tacking unemployment was the main objective of the RYS. Of the Rs. 635 crores plan, Rs. 440 crores would be bank loans, Rs. 100 crores would be subsidy and the remaining would be beneficiary contribution. Some Rs. 8 crores of the plan outlay would be spent on imparting training to selected RYS groups and individuals. Mandal-level screening committees would select 60,000 out of 2.17 lakh applications received this year, he said. Referring to the bankers' demand for collateral security from RYS beneficiaries, the Youth Welfare Commissioner said they had a meeting with the State Level Bankers Committee recently and the bankers had agreed to do away with the stipulation. While Nellore, West Godavari and Khammam at the top in RYS implementation, Mahabunagar, Vizianagaram and Anantapur were at the bottom, he noted.
