NEW DELHI: The Delhi High Court on Wednesday issued notices to the Union Government, Ministry for Health and Family Welfare, National Population Commission and Census Commissioner seeking a direction to the Government to frame a two-child norm and debar people violating it from contesting elections to Parliament, Assemblies and local bodies. A Division Bench comprising Justice B.C. Patel and Justice S.K. Kaul asked the respondents file replies to the petition within four weeks. The matter will now be taken up on October 4 for further hearing. The petitioner, Ravi Prakash Gupta, submitted that the Government should also frame policies for denying State benefits to those who failed to stick to the norm. The Bench also asked for a reply from Union Ministry for Information Technology on Mr. Gupta's plea for issuance of national identity card to all citizens.
