KOLKATA: The demand by Subhas Ghisingh, caretaker Chairman of the Darjeeling Gorkha Hill Council (DGHC), for extending its jurisdiction beyond the Darjeeling hills will be the focus of the July 15 talks between him and West Bengal Chief Minister Buddhadeb Bhattacharjee here. The Centre and the State Government have already agreed to consider bringing the council under the Sixth Schedule of the Constitution. At Mr. Ghisingh's meeting with senior leaders of his party Gorkha National Liberation Front (GNLF) - in Darjeeling on Friday the subject of fresh demarcation of the DGHC's jurisdiction will be finalised. The demand for bringing the entire Darjeeling district within the council's purview is expected to be ratified prior to his talks with Mr. Bhattacharjee, GNLF sources told The Hindu on Thursday. The demand to bring the Siliguri plains within the DGHC jurisdiction has already met with opposition from the local leadership of the CPI(M). Urban Development Minister, Ashok Bhattacharjee, who represents Siliguri in the Assembly, said the demand couldin no way be justified. The DGHC's jurisdiction was determined in the 1988 tripartite agreement that saw the formation of the council. There was little likelihood of elections to the DGHC being held in September as scheduled, now that its inclusion in the Sixth Schedule was almost certain, the sources said. With the expiry of DGHC's term in March, the State Government, through an amendment to the existing legislation, announced that the interim administrative arrangement would continue for six months until the elections were held.
