NEW DELHI: The Supreme Court on Monday issued notice to the Centre, some States and others on a public interest litigation petition seeking directions to take certain measures to ensure safety and accessibility to roads, public transport and related facilities for visually handicapped people. A Bench of Justice Y. K. Sabharwal and Justice G. P. Mathur issued the notice after hearing preliminary arguments on behalf of the petitioner who contended that absence of facilities for the blind was violative of the right to life and equality of around 10 million visually impaired people in the country.
Impediments
The petitioner, Rajive Raturi, said the blind faced impediments and difficulties despite being additionally protected by the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995. The petitioner said the Disability Act, among other things, provided for installing auditory signals at traffic intersections and engravings on the zebra crossings.
