SSLC questions preparation: report submitted

KOCHI: The State Government has submitted to a Division Bench a sealed cover containing its views on preparing and printing SSLC question papers by using hi-tech facilities and the proposal to maintain confidentiality of question papers until they were released at the respective centres.

The Bench comprising the Chief Justice Rajiv Gupta and Justice K.S. Radhakrishnan adjourned the case to July 13.

The court had directed the Chief Secretary to file a report after discussing these issues at the conference of Secretaries.

The directives came on a writ petition filed by P.V. Raju, secretary, Teachers Forum to Save Education, Kerala.

The petitioner sought a directive to the Chief Secretary not to entrust the preparation and printing of question papers with private agencies and a directive to the Government to use hi-tech facilities available in the State for the same.

He pointed out that the present practice of printing of question papers would only help promote malpractices.

The petitioner also sought a judicial inquiry into the question paper leak. He said the police investigation would not bring forth the real truth behind the question paper leak.

Bail for SFI activists

Justice R. Basant on Tuesday granted bail to as many as 20 SFI students who were remanded to judicial custody in connection with the violent incidents at Thrikkakara in Kochi.

The incidents took place on July 2 following a protest march organised by the SFI on the self-financing college issue on the first day of counselling process.

The court ordered that they be released on bail with effect from July 16 (when their remand period ends) on their executing a bond for Rs.50,000 with two solvent sureties — one of them should be their parent or guardian. If their parent was not solvent, they should execute three sureties.

Munna murder case

The court also dismissed a petition filed by N.K. Sasi, former Deputy Superintendent of Police, seeking anticipatory bail in the Munna murder case.

The petition was dismissed in the light of the submissions made by S. Sreekumar, counsel for the CBI, that the former police officer had been charged only with bailable offences.

TDB member

A Bench comprising Justice R. Bhaskaran and Justice K.P. Balachandran on Tuesday dismissed two petitions filed against the nomination of M.B. Sreekumar, SNDP Yogam Devaswom secretary, as a member of the Travancore Devaswom Board (TDB). The petition was filed by A.K. Karunakaran and another person.

They alleged that there were allegations of corruption against Mr. Sreekumar when he served as member of the Guruvayur Devaswom managing committee.

Dismissing the petition, the court said that mere allegations were not sufficient to prevent any person from holding a post unless and until these were found true by a competent authority.

Award of damages

A Bench comprising Justice S. Sankarasubban and Justice K. Hema held that family courts had the jurisdiction to entertain a suit filed by a man seeking compensation from his wife and father-in-law for the fraud committed on him by them.

The court delivered the ruling to the effect while allowing an appeal filed by a man against the Kollam Family Court's order dismissing his plea for compensation.
