THIRUVANANTHAPURAM: The City Corporation Council has recommended action against the district planning officer for "failure" to get the civic body's Annual Plan cleared by the District Planning Committee (DPC) last week. The council, which met here on Tuesday, said that the "inordinate delay" in submitting the notes of revised projects in time had led to the lapse. While the Opposition United Democratic Front (UDF) attributed it to differences between DPC chairperson Sasikala Sivasankar and Mayor J. Chandra. The Left Democratic Front (LDF) benches tried to play down the issue and pin the blame on the Planning Officer.
Discrimination alleged
Opening a debate on the subject, UDF council party leader D. Sudarsanan accused the DPC of adopting a discriminatory attitude towards the Corporation. The issue smacked of a deliberate bid to sideline the civic body, he said. The CMP leader M.P. Saju said that the Plan projects had become the casualty of an ego clash between the Mayor and the DPC chairperson.
`Issue being diverted'
Accusing the UDF of trying to divert the issue, Works Standing Committee chairman V.S. Padmakumar said the District Planning Office had failed to submit the revised projects after scrutiny by the Technical Advisory Committee. "The DPC is not an LDF-dominated house. It includes MLAs and representatives of all local bodies in the district as well as officials from the District Planning Office. It is preposterous to assume that the whole issue was centred around a row involving the Mayor and the chairperson", he said. The Kadakampally ward councillor and DPC member P.K. Gopakumar alleged that the UDF was trying to blow up the issue for political gain. He said the UDF member on the DPC, Harikumar, had failed to turn up for the crucial meeting to get the Corporation's projects approved.
706 projects
Rounding off the debate, the Mayor explained that all the 706 projects costing Rs. 72.5 crores had been submitted to the Planning Office by June 23. "The DPO took 11 days to present the proposals before the Technical Committee. It also failed to submit the relevant notes at the DPC meeting on July 6, forcing the chairperson to keep the proposals in abeyance", she said. The Mayor said the Planning Secretary had agreed to get the Corporation's Plan approved by July 15.
