Age, term restrictions for State Election Commissioner removed

The July 13 Ordinance takes immediate effect

CHENNAI: : The State Government has removed the restrictions on age and the number of terms of the State Election Commissioner (SEC), under an Ordinance issued on July 13.

The office of the SEC holds local bodies elections.

According to the earlier rules, no person could hold the office for more than six years (three terms of two years each), or after he or she turns 62.

"The ordinary elections to village panchayats, panchayat union councils and district panchayats are held once in five years, and the Tamil Nadu State Election Commissioner may not have an opportunity to conduct the ordinary election within two successive terms of two years. Therefore, to enable the Tamil Nadu State Election Commissioner to use his knowledge and experience gained over the period to conduct at least one ordinary election to the said panchayats, the Government has decided to remove the restrictions on the age and the maximum period for holding the office of the Tamil Nadu State Election Commissioner," the explanatory statement said.

The Ordinance takes immediate effect.

Term of Special Officers extended

The State Government has issued an Ordinance notifying the extension of the term of Special Officers for Pappapatti, Keeripatti, Nattarmangalam and Kottakatchiyendal by another six months.

The term expired on April 24. On April 22, the Rural Development Department issued a Government Order, extending their term for six months, pending an amendment to the Tamil Nadu Panchayats Act, 1994 (Tamil Nadu Act 21 of 1994).

"It was brought to the notice of the Government that after resorting to the election process for holding ordinary election, the Pappapatti and Nattarmangalam village panchayats in Madurai district and the Kottakatchiyendal village panchayat in Virudhunagar district could not be constituted, since no nomination had been filed for the president and members of the panchayats," the statement said.

At Keeripatti in Madurai district, V. Azhagumalai was elected president, but no nomination was filed for members of the village panchayat. As per the Act, a village panchayat shall be constituted, comprising elected members. A panchayat could not be constituted under the Act.
