THRISSUR: The Small Industries Development Bank of India (SIDBI) is planning to expand the Rural Industries Programme (RIP) to all the districts in the State. Deputy General Manager of the SIDBI M. V. Babu told The Hindu here that the programme aimed at promoting viable rural enterprises which can lead to employment generation has already been launched in the four districts, Malappuram, Wayanad, Palakkad and Thrissur. The programme seeks to identify and motivate rural entrepreneurs in these districts and guide them in setting up industrial ventures. It also aims at a better commercial exploitation of local resources, Mr Babu said. The programme is implemented through an agency which is expected to provide the various necessary services for setting up an enterprise either by itself or by networking with appropriate agencies such as technology institutions, financial institutions, corporate bodies and NGOs. The implementing agency should identify the investment opportunities for the prospective investors in a district. They should then facilitate the skill upgradation and technology linkages. They will help the entrepreneurs in preparing the project report and in securing finance from banks and other lending institutions. They are also expected to help the entrepreneurs in the selection, sourcing, installation and commercial operation of machinery. They will arrange the marketing tie-up wherever necessary and will guide the entrepreneurs till the unit stabilises commercial production, Mr. Babu said. He said in Kerala the SIDBI has selected the Andhra Pradesh Industrial Consultancy Organisation (APITCO) as implementing agency for the programme.
