dated July 20, 1955: Soviet proposal at Geneva

The Soviet Premier, Marshal Bulganin, proposed at the Big Four summit conference in Geneva on July 18 a two-point European Security Plan beginning with the "freezing of NATO and its eastern counterpart" at their existing strengths. The second phase envisages the progressive dismantling and eventual liquidation of both the 15-nation Western alliance and the eight-nation grouping set up in Warsaw last May. His speech climaxed a day in which the hopes and plans of East and West were set out by their leaders in the first top level meeting in ten years.
