KOLLAM: CITU State secretary N. Padmalochanan said that in spite of the civil service expenditure remaining one of the lowest in India, the Central and State Governments were trying to scuttle the pay revision of the employees. He was inaugurating a dharna by the district unit of the Kerala Gazetted Officers Association (KGOA) in front of the district collectorate here on Tuesday. The dharna was to press for the demand of a pay revision, interim relief and clearing the backlog of the Dearness Allowance dues. Mr. Padmalochanan said that in order to correct the imperialist and globalisation policies, strong movements were required. For this purpose unity of employees was needed. The KGOA leader, K.
