BANGALORE: The Chief Minister, N. Dharam Singh, on Tuesday sent across a warning to all ranks of government officials that disobedience of his directions would be dealt with severely. Replying to Vatal Nagaraj during the Question Hour in the Legislative Assembly, the Chief Minister said the Government will take stern action in cases of disobedience. Mr. Nagaraj appreciated the Chief Minister efforts and said the latter immediately issues orders to the officials to bring about changes based on representation made to him. It is, however, unfortunate that a section of officials do not care to comply with his directions or offer lame excuses. He said the annual transfers and postings of officials is not merely a problem for the officials, but also for the legislators. Rather than continuing with the present system, the Government should ensure that officials are transferred only after they put in at least three years of service at a posting. The Chief Minister said the coalition Government has come to be constituted under certain circumstances. He, therefore, has to oblige to a variety of demands. It is also the desire of the Government to restrict transfers and postings to the minimum. To a question from K. Jayaprakash Hegde on the lack of basic amenities in new layouts developed by the Bangalore Development Authority (BDA), the Chief Minister said that henceforth the BDA will allot sites in new layouts proposed to be developed by it only after amenities such as electricity, water supply and underground drainage are provided. With reference to the Nagarbhavi, Anjanapura and Visvesvaraya layouts, basic amenities will be ensured by October. He said there is the need to create a metropolitan authority to ensure better coordination between the BDA, BESCOM, BWSSB, the Bangalore Mahanagara Palike and other civic agencies. Mr. Dharam Singh told the Assembly that new fire stations will come up at Kollegal and Virajpet shortly. The Minister for Water Resources, M. Mallikarjuna Kharge, told Katta Subramanya Naidu that the Alamatti dam is likely to be named after the former Prime Minister Lal Bahadur Shashtri. A few members had suggested that the Government name the dam after noted irrigation engineer , S.G. Balekundry, who was asssociated with the construction of the dam.
