Reservation for the physically challenged in higher categories

THIRUVANANTHAPURAM: The State Government will introduce reservation for the physically challenged in Class I and Class II categories, Chief Minister Oommen Chandy has said.

Replying to questions in the Assembly on Wednesday, Mr. Chandy said that a decision on this had been taken in principle. An expert committee with the Social Welfare Director as convener had been formed for identifying and filling the vacancies, he said.

The Government is planning to regularise the physically challenged who had worked for 179 days in various departments. The backlog in such appointments would be cleared in six months. The Government would give all support to run schools for the mentally challenged, he said.

Health Minister K.K. Ramachandran said that the Government would bring in legislation to ensure the service of Government doctors in rural areas. The doctors in Government service would have a fixed quota of seats for postgraduate courses. Medical graduates have to execute a bond that they would work in the rural areas after house-surgeoncy. Those violate the provisions of the bond have to pay a compensation of Rs.2 lakhs. But many doctors move the court and secure exemption. The new law would be armed against such provisions, he said.

Local Administration Minister K. Kutty Ahmed Kutty said that the building rules for urban and rural areas would be revised to make it more relevant.

The new law would have provision to make use of solar energy, rainwater harvesting and safeguards against earthquake.

Mr. Chandy said in a written reply that out of the 1,25,266 files that were pending in various departments, 68,150 files were cleared as part of the 100-day crash programme of the Government.

Since the UDF Government came to power, Vigilance cases have been registered against 1,038 officials, and 372 officials have been suspended from service. Majority of them were in the Panchayat Department.
