Devolution of powers from the Government to local bodies

HYDERABAD:
The Third State Finance Commission has decided to invite suggestions from intellectuals, academics, experts andsocial activists on devolution of funds from Government to local bodies.
The Commission's Chairman B. Satyanaryana said suggestions would be sought on how to enhance various resources, including taxes and non-taxes for municipalities and panchayats. What should be the structure for house tax in village panchayats and if animal-drawn vehicles could be taxed and if rates for property tax, cable tax, water supply and drainage tax should be proportional or progressive? Answers to these and other questions would be sought by the Commission.
