Notice to EC on plea for postal ballot

CHENNAI:
The Madras High Court on Thursday ordered notice to the Chief Election Commissioner on a petition filed by a police constable seeking provision of postal ballot or any other arrangement enabling police personnel to exercise their franchise in the parliamentary, Assembly and local body elections in Tamil Nadu.
In his petition, K. Sivakumar, Grade-I constable, said he had not been able to exercise his franchise in any of the elections in the last 17 years as he was deployed on election duty. Other policemen and officers too suffered the same plight.
Also, policemen were not given leave on election dates. His petitions to the Central and State Government authorities had not evoked any response.
Besides the CEC, he cited the Chief Electoral Officer, Tamil Nadu, the State Chief Secretary, the Home Secretary and the Director-General of Police as other respondents.
A Bench, comprising Chief Justice Markandey Katju and Justice F.M. Ibrahim Kalifulla, ordered notice to the respondents.
