Implementation of PNDT Act better in north, says expert

BANGALORE: There is a need for better implementation of the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act in Karnataka to check sex determination, Ratan Chand, Director for PNDT Act, said here on Friday.

He was speaking to presspersons after supervising a series of raids on ultrasonography clinics in Bangalore and Chennapatna over the past two days along with officials from the State Health and Family Welfare Department and activists from Vimochana, a voluntary organisation.

Dr. Chand is the all India in-charge for the Act's implementation. He said that in his six-month tenure, he had visited Punjab, Haryana, and Karnataka and found that implementation of the Act was better in the two northern states compared to Karnataka. Apart from regular monitoring, measures such as roping in religious leaders to create awareness about female foeticide and encouraging the employment of decoys to catch the doctors red-handed, can be taken up, he said.

The team raided five nursing homes in Chennapatna and nine in Bangalore.

M.G. Prasad, State Appropriate Authority, said stringent action, including suspension and cancellation of registration, issuing notices to the violators and seizing of machines will be initiated against the guilty doctors.

Unregistered clinics abundant

The District Health Officer, Bangalore (Urban), Dr. Siddagangaiah said there were roughly around 300 unregistered machines in the district, most of which were mobile machines. In all, 25 cases have been booked under the Act over the past year, of which seven are pending in court, he said.
