BANGALORE: The Legislative Council passed the "Karnataka Conduct of the Government Business in the State Legislature Bill 2005" unanimously here on Monday. The statement of objects and reasons of the Bill says that it had been introduced to provide for the conduct of government business in the legislature session for not less than 60 days in a year. It had recommended that the opening session be held for a minimum of 15 days from the second week of January with the traditional address to the joint session by the Governor. The budget session of 20 days be held during the first week of March. A 15-day monsoon session be convened in the second week of July followed by a 10-day winter session in the second week of November. Welcoming the Bill, the Leader of the Opposition, D.H. Shankaramurthy, suggested that the Government look into the possibilities of drawing the national attention towards it by including the "commitments of legislators to legislative business." Referring to the constitutional obligations and the responsibility of legislators, Mr. Shankaramurthy emphasised the dire need to define the status of the House in the event of dissolution of the Assembly and at some crucial junctures that could lead to constitutional crisis. The former Minister, B.K. Chandrashekhar of the Congress said that going by the dwindling business hours of the House in recent years it demanded a "revolutionary approach" to ensure holding of the session even in the absence of the Government as the Legislative Council is a perpetual body. M.P. Nadagouda (Janata Dal-U), "Mukhyamantri" Chandru (BJP) and V.S. Ugrappa (Congress) said that bureaucrats should not be vested with the powers to decide on the duration of the session.
