In Bihar, the Congress by seeking the extension of President's rule by six months has bought time to broker an understanding between Ram Vilas Paswan and Lalu Prasad. Mr. Paswan's almost-there dream of becoming Chief Minister has only deepened the rift between him and Mr. Prasad. On the other hand, Mr. Prasad is in a win-win situation. No political group has been able to form a government in the State but he continues to enjoy power at the Centre.

Governor Buta Singh is buckling under political pressure and acting more at the behest of Mr. Prasad than as an impartial Governor. It no longer appears possible to clean up the mess in Bihar. First, its politicians failed the people. Mr. Singh has fared no better.
